This is in Gualmatán, in the province of Nariño, Colombia.

The music is clearly a mix of Western Motiffs with Arabic influence. The men are dressed as Hindu Rajas not Arabs, so the demarcation of culture is blurred.

At (3:00) three minutes, the genuine Arab music kicks in.

However, again, most of these people probably do not have Arab blood in them. Arabic motiffs, and dancing are mainstream in South America.

The YouTube comments said this took place in San Pedro Tlaquepaque, which is adjacent to Guadalajara.

Ironically, Guadalajara, Mexico is named after a city in Spain whose name comes from an Arab word which means Valley of Stones.
